&lt;p&gt;The Global Internet Governance Academic Network (GigaNet) is seeking submissions of research about Internet Governance to be presented at the Seventh GigaNet Annual Symposium, held on 5 November 2012, one day before the United Nations Internet Governance Forum (IGF) in Baku, Azerbaijan.&lt;/p&gt;
&lt;p&gt;GigaNet is a scholarly community that promotes the development of Internet Governance as a recognized, interdisciplinary field of study and facilitates informed dialogue on policy issues and related matters between scholars and governments, international organizations, the private sector and civil society. &lt;a href=&quot;../../&quot;&gt;http://giga-net.org/&lt;/a&gt;&lt;/p&gt;

&lt;p&gt;GigaNet is interested in receiving abstracts related to Internet Governance themes, especially those containing innovative approaches and/or emerging research areas. We encourage submissions on the following topics:Internet policies on freedom of expression (censorship, kill-switches, filtering, policies that promote free expression, corporate social responsibility)&lt;/p&gt;
&lt;p&gt;* Internet freedom and governance in regions in transition (Arab region, Caucasus etc.)&lt;/p&gt;
&lt;p&gt;* From PIPA to ACTA: National and international agreements on online copyright enforcement&lt;/p&gt;
&lt;p&gt;* Cyber-security, the state and international relations&lt;/p&gt;
&lt;p&gt;* Dataveillance and privacy - the economic perspective&lt;/p&gt;
&lt;p&gt;* Global Internet infrastructure policy (net neutrality, peering and interconnection, ASN assignment, routing infrastructure security, etc.)&lt;/p&gt;
&lt;p&gt;* Innovative methods for Internet Governance research&lt;/p&gt;
&lt;p&gt;* The role of the UN and intergovernmental institutions in global Internet Governance&lt;/p&gt;
&lt;p&gt;* Policy issues surrounding ICANN’s new gTLD program&lt;/p&gt;
&lt;p&gt;* IP addressing: economic and technical challenges of scarcity and governance&lt;/p&gt;
&lt;p&gt;* Internet governance and development&lt;br/&gt;&lt;br/&gt;&lt;/p&gt;
&lt;p&gt;Other proposals on questions of global Internet governance will also be considered.&lt;/p&gt;
&lt;p&gt; &lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Submissions&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;* An abstract of 800-1000 words, in English, where it is mandatory to describe the main research goal(s) and the methodological background of the paper&lt;/p&gt;
&lt;p&gt;* A short bio note focused on institutional affiliations, advanced degrees, scholarly publications and work in the field of Internet Governance and related issues (for example ICTs). Please include a link to a more detailed CV.&lt;/p&gt;
&lt;p&gt;* Important note: accepted abstracts will be required to deliver their full paper a month before the conference. Those unable to do so will be removed from the program.&lt;/p&gt;
&lt;p&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Process and publication&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The Program Committee members will evaluate the abstracts submitted and decisions will be sent to applicants by email before &lt;strong&gt;15 June 2012&lt;/strong&gt;.&lt;/p&gt;
&lt;p&gt;Accepted papers for oral presentations should be followed by a full research paper to be sent by &lt;strong&gt;30 September 2012&lt;/strong&gt;. Some quality papers submitted that are not accepted for oral presentations will be recommended for poster presentations.&lt;/p&gt;
&lt;p&gt;Accepted speakers and poster presenters’ submissions and final papers will be published on the GigaNet website. An online publication with selected papers on the main challenges of Internet Governance is also planned for the Azerbaijan IGF.&lt;/p&gt;

In 2011, the Internet Governance Forum has entered its second phase, after having reached the end of its first 5-years mandate. This year’s event will provide room to discuss the challenges encountered and results achieved during the first five years of IGF. As in previous years the GigaNet Symposium will further discuss current and future questions of Global Internet Governance.&lt;/p&gt;

	<title>GigaNet welcomes observers</title>

&lt;div class=&quot;postbody&quot;&gt;&lt;p&gt;As of May 2011, GigaNet participation is open to those who have not yet had the chance to extensively contribute to scholarly literature on Internet Governance, but who wish to participate in the GigaNet community, enhancing its intellectual exchange. The newly proposed observer status is designated for post-graduate students as well as all IG and ICT community members, who would like to take active part in the academic debate on the shape and future of Internet Governance.&lt;/p&gt;
&lt;p&gt;The observer status allows participants to make full use of all the GigaNet features, such as the members mailing lists and all the website insights. It does not include the possibility to run ifor GigaNet offices, however does not eliminate the possibility to re-apply for full membership, once the membership criteria are met by the observer (more IG peer-reviewed papers are published or a post-graduate degree is obtained).&lt;/p&gt;

	<title>Event: Global Internet Governance: Research and Public Policy Challenges for the Next Decade</title>

&lt;p&gt;The Internet’s status as a communication medium that is decentralized, scalable and global continues to pose challenging new problems in governance and regulation. &lt;a href=&quot;../../&quot;&gt;GigaNet&lt;/a&gt;, an international scholarly community created in 2006, holds a two-day conference to explore issues such as IP address scarcity, ICANN accountability, the role of social media in toppling dictatorships, censorship, privacy online, and the tensions between national security and Internet freedom.  Assistant Secretary for Commerce Larry Strickling (NTIA) will provide the keynote speech during lunch on Thursday, May 5.&lt;/p&gt;

The problem of how or whether we should control or regulate a communication medium that is decentralized and global is critically important to anyone who relies on the Internet to communicate, mobilize political action, run online businesses, purchase products and services or access critical information services.&lt;/p&gt;
&lt;p&gt; &lt;/p&gt;
&lt;p&gt;GigaNet is a scholarly community initiated in spring 2006 in conjunction with the UN Internet Governance Forum. Its four principal objectives are to: (1) support the establishment of a global network of scholars specializing in Internet governance issues; (2) promote the development of Internet governance as a recognized, interdisciplinary field of study, (3) advance theoretical and applied research on Internet governance, broadly defined: and; (4) facilitate informed dialogue on policy issues and related matters between scholars and Internet governance stakeholders (governments, international organizations, the private sector, and civil society).&lt;/p&gt;
&lt;p&gt; &lt;/p&gt;
&lt;p&gt;Building on the success of its first four regional workshops in Paris, France (2008), Brussels, Belgium (2009), Seoul, So. Korea (2009) and Montreal, Canada (2010), the purpose of the Washington, DC regional GigaNet workshop is twofold:&lt;/p&gt;
&lt;p&gt; &lt;/p&gt;
&lt;p&gt;&lt;strong&gt;May 5. The first day is dedicated to outreach sessions exploring issues in global Internet governance among policy makers, academics and civil society at large.&lt;/strong&gt; Attendance is open to anyone interested in Internet governance.  The goal of the sessions on this day is to facilitate informed dialogue on policy issues and related matters between scholars and Internet governance stakeholders (governments, international organizations, the private sector, policy analysts, civil society, and funders). Issues being considered include but are not limited to governance of critical Internet resources, surveillance and privacy, Wikileaks, copyright protection laws such as the &quot;Combating Online Infringement and Counterfeits Act&quot; (COICA), network transparency and net neutrality. Scholars are invited to submit 2-page abstracts describing recently completed research or work in progress on any aspect of Internet Governance. 	<title>Montreal workshop was great</title>
	<description>
The Montreal regional meeting concluded Monday afternoon, and it took me until now to find the time to report on it. It was an energizing meeting. Attendance hovered around 50 most of the time. Our experiment with a more outreach-oriented program on the first day was definitely a success. Thanks to support from Media@McGill and specifically Professor Becky Lentz, the first-day program attracted a large number of students, mainly undergraduate students. Many new members joined, and plans for another workshop and program in Washington DC next year were discussed, although nothing is definite yet. &lt;br/&gt;&lt;br/&gt;The first day started out with a long panel discussion of what internet governance is and how different academic disciplines, ranging from law to sociology to economics and political science, relate to it. This was a rich discussion, perhaps overly long. I started out with an overview and was followed by Sandra Braman, Derrick Cogburn, Laura DeNardis, Chris Marsden Caludia Padovani and Daniel Pare. The panel discussed the definition of &quot;governance,&quot; the Internet in relation to other historical communication technologies, the problem of agency in studies of the relationship between technology and society, the role of the state and private sector in Internet governance, and whether IG as a field is a &quot;flash in the pan&quot; or more enduring. Questions from the audience forced the panelists to define terms that they normally take for granted, such as when Laura DeNardis was asked to explain what she meant by &quot;protocol&quot;.&lt;br/&gt;&lt;br/&gt;That session was followed by an outreach session tailored to issue-oriented presentations and discussions by civil society advocacy groups. Net neutrality, copyright, and privacy/surveillance. This included representatives of CIPPIC, SaveourNet.ca, and the International Civil Liberties Monitoring Group. &lt;br/&gt;&lt;br/&gt;On the second day we had more standard academic research presentations. These are intended to be &quot;workshops&quot; where ongoing research is discussed, but it is often difficult to walk the fine line between presenting finished or near-finished papers, and presenting work in progress at various stages, and the presentations occupied various places on that spectrum. The panel with Braman&#039;s research analyzing the entire corpus of RFCs and Kuerbis&#039;s research on the social networks underlying the development of RFCs related to the security of critical internet resources was especially interesting. As a purely personal opinion I enjoyed and learned a lot from Xu&#039;s presentation on the Green Dam incident in China and Wouter Stol&#039;s analysis of police case data on cybercrime. &lt;br/&gt;&lt;br/&gt;The small but comfortable facility (Thomson House) facilitated a lot of useful networking and interactions among the participants. &lt;br/&gt;&lt;br/&gt;Most of the slide presentations will be available - look for a blog about those. I see that someone has already posted some photos from the event. &lt;br/&gt;&lt;br/&gt;My thanks to the other program committee members, the program committee chair Meryem Marzouki, the local organizing committee Becky Lentz and her student Juliana, Claire Roberge and Media@McGill. &lt;br/&gt;
